Visioconférence avec Kori Schake, Director of Foreign and Defense Policy Studies, American Enterprise Institute

Le 25 juin 2020, l’Institut Aspen France et EY ont eu l’honneur de recevoir Kori Schake, Director of Foreign and Defense Policy Studies de l’American Enterprise Institute, lors d’une visioconférence sur le thème : « Great power rivalries in the aftermath of a global pandemic ».

Dans un contexte de craintes légitimes quant aux conséquences de la crise du Covid 19, Kori Schake a proposé une analyse doublement originale, car résolument optimiste et défendue d’un point de vue américain.

De très nombreux sujets, d’abord politiques, puis économiques et enfin géostratégiques, ont été abordés au cours de cette visioconférence.

Premier point développé, la situation aux Etats-Unis. En particulier, elle est revenue sur la gestion de la crise, qu’elle juge inconsistante au niveau fédéral, sur le renforcement du système de santé américain qui, elle l’espère, découlera cette douloureuse expérience, et enfin sur les manifestations contre le racisme et les violences policières qui traversent le pays. Le président Donald Trump a notamment été fermement critiqué par Kori Schake, qui compte parmi le nombre grandissant de voix républicaines à s’opposer à sa réélection en 2020.

La Chine n’a pas non plus été exempte de vifs reproches, pour ses positions défendues depuis le début de la pandémie, entre dissimulation d’informations pourtant capitales et manœuvres agressives en Asie (envers l’Inde et Hong Kong). La question du modèle chinois, dont de plus en plus d’occidentaux semblent en vanter les vertus de pragmatisme, d’efficacité par l’ordre, a appelé une réponse nette. Non seulement la liberté n’est certainement pas pour être marchandée, mais aussi l’enrichissement individuel, qui une des conditions du maintien au pouvoir du parti, mène inexorablement à des revendications d’ordre politique.

Kori Schake a enfin été interrogée sur les relations qu’entretiennent les Etats-Unis avec le reste du monde, avec un arrêt sur l’alliance transatlantique et les liens avec l’Afrique, où la Chine y est aujourd’hui un acteur majeur.

Kori Schake is the director of foreign and defense policy studies at the American Enterprise Institute (AEI).

Before joining AEI, Dr. Schake was the deputy director-general of the International Institute for Strategic Studies in London. She has had a distinguished career in government, working at the US State Department, the US Department of Defense, and the National Security Council at the White House. She has also taught at Stanford, West Point, Johns Hopkins University’s School of Advanced International Studies, National Defense University, and the University of Maryland.

Dr. Schake is the author of five books, among them “America vs the West: Can the Liberal World Order Be Preserved?” (Penguin Random House Australia, Lowy Institute, 2018); “Safe Passage: The Transition from British to American Hegemony” (Harvard University Press, 2017); “State of Disrepair: Fixing the Culture and Practices of the State Department” (Hoover Institution Press, 2012); and “Managing American Hegemony: Essays on Power in a Time of Dominance” (Hoover Institution Press, 2009).

She is also the coeditor, along with former Secretary of Defense Jim Mattis, of “Warriors & Citizens: American Views of Our Military” (Hoover Institution Press, 2016).

Dr. Schake has been widely published in policy journals and the popular press, including in CNN.com, Foreign Affairs, Politico, The New York Times, The Wall Street Journal, and The Washington Post. She is a contributing writer at The Atlantic and War on the Rocks.

Dr. Schake has a PhD and MA in government and politics from the University of Maryland, as well as an MPM from the University of Maryland School of Public Policy. Her BA in international relations is from Stanford University.
