TROISIÈME SÉMINAIRE JEUNES LEADERS POLITIQUES 2013

Ce séminaire, qui s’est tenu du mercredi 5 juin au samedi 8 juin à Bruxelles, a été largement consacré à l’Union Européenne, ses institutions, son fonctionnement et ses problématiques politiques (structures et institutions, gestion des confrontations et conflits).

Les participants ont été reçus par :

  •  la Représentation Permanente de la France auprès de l’Union Européenne, une structure de 200 personnes qui assure le lien permanent entre l’Etat membre, ici la France, et l’Union Européenne ;
  •  le Parlement Européen où siègent 750 députés dont 74 français et qui a le pouvoir législatif exclusif au niveau de l’Union Européenne ;
  •  la Commission Européenne composée de 27 Commissaires européens, qui dispose de l’initiative législative exclusive ;
  •   le Conseil européen ;
  •   le secrétaire général exécutif du Service européen d’action extérieure.

A cette occasion, les participants ont pu se rendre compte de la substance de l’Union Européenne, de son fonctionnement au quotidien, tellement différent de celui des institutions françaises, rencontrer des acteurs importants de l’Union Européenne et avoir un aperçu des paradoxes européens :

  • l’ « acquis européen » en termes de paix, liberté et stabilité souvent pris pour un état de fait indépendant de la construction de l’union Européenne et de son élargissement ;
  • l’importance du travail législatif de l’Union Européenne qui a amélioré la vie du citoyen européen et qui s’accompagne d’un manque d’audience, voire d’un dénigrement, dans les Etats membres par les partis politiques eux-mêmes soutenus par les médias ;
  • l’excellence des acteurs de l’Union Européenne, politiques (commissaires, députés en général) et administratifs et le peu de considération pour ces fonctions dans les Etats membres, en particulier en France ;
  • le processus de co-élaboration et de co-décision pratiqué en Europe dans lequel toute décision est un compromis accepté et validé par les Etats membres et les postures de négociateurs victorieux adoptées par certains gouvernements des Etats membres et en particulier les gouvernements français.

Ils ont en particulier rencontré trois ambassadeurs français :

  •  l’ambassadeur, représentant permanent auprès des institutions européennes ;
  • l’ambassadeur en Belgique ;
  • le secrétaire général exécutif du Service Européen d’Action Extérieur, ancien ambassadeur de la France aux Etats-Unis.

Ils ont également rencontré le commissaire européen roumain qui a mené la dernière réforme de la politique agricole commune, plusieurs conseillers de la représentation permanente qui sont les correspondants directs des ministres français, plusieurs membres des cabinets du président de la Commission et directeurs des services de la commission, trois parlementaires européens et deux membres du cabinet du Président du Conseil ainsi que deux journalistes de médias français en poste permanent à Bruxelles.

Parallèlement, ils ont travaillé sur la prospective européenne : facteurs d’évolution endogènes et exogènes, facteurs d’optimisme et de pessimisme et sur les modes de gestion des confrontations.

The third Young Political Leader seminar was largely devoted to the European Union, its institutions, its operations and its political issues – structures and institutions- and also to management of conflicts and confrontations.

The participants visited the following institutions of the European Union. The Permanent Representation of France to the European Union, a structure of 200 which ensures the permanent link between the Member State, here France, and the European Union ; the counselor are high ranking civil servants direct correspondents of the members of the government in Paris. They met :

Mr. Benoît de la Chapelle Bizot, Counselor for Economic, Finance and Monetary Affairs,

Mrs. Anne Boillon, Counselor for Enlargement of the UE,

Mr Laurent Galissot, Counselor for Development and humanitarian aid, and were hosted for diner by

HE Mr Philippe Etienne, Ambassador, Permanent Representative to the European institutions,

The European Parliament which comprises 750 Congress people, of which 74 French, and has exclusive legislative power in the European Union ; they met 3 Congress people :

Mrs. Franziska Katharina Brantner, German, member of the Commission of Defense

Mr. Jean-Paul Gauzès, French, member of the commission of economic and monetary affairs and of delegation for Korea ;

Mr. Michel Dantin, French European MP in charge of agriculture issues. and 2 journalists permanent correspondent in Brussels of the 2 major French media :

Mr. Hugues Baudouin, France Télévision Group

Mr. François Beaudonnet, television networks TF1 and LCI and the magazine Challenges.

The European Commission composed of 27 Commissioners and a president -currently Mr. Barroso-, which has exclusive legislative initiative for the European Union.

They met :

Mr. Dacian Ciolos, former Minister, Commissioner (Romanian nationality) in charge of the Agriculture affairs ;

Mr. Hugo Sobral, Deputy Chief of Staff, diplomatic counselor, Office of the President of the European Commission

Mrs. Laurence de Richemont Counselor to the President of the Commission, on industry, innovation, research and development ;

Mr. Nicolas de la Grandville Chief of Protocol of the European Commission ;

Mr. Koen Doens Head of Press secretaries of the European Commission, heading the 27 Press secretaries

Mr. François Renuit, Communication advisor to the Bureau of European Political Advisors

They had a meeting with HE Mr. Pierre Vimont, former French ambassador to the US, Executive General Secretary of the European External Action Service (EEAS) established in November 2009.

They also met : in The European Council, the body composed of the staff of the 27 State Members,

Mr. Luuk van Middelaar Head of the Communication staff to the President of the European Council ;

Mr. Shahin Vallée Counselor on Economic and Monetary affairs to the President of the European Council ;

and HE Mr. Bernard Valéro, French Ambassador in Belgium.

Meanwhile, they worked on the Prospective for European Union :

  • endogenous and exogenous change factors,
  •  factors of optimism and pessimism ;

and on management of conflicts and confrontation

  •  modes and strategies
  • dynamics of conflicts and remediation.

During this seminar, they were able to realize the essence of the European Union, its daily operation – differing so much from the French institutions meet key players in the European Union and get an overview of European paradoxes :

  • The “EU gains” in terms of peace, freedom and stability often taken for a fact with no connection to the construction of the European Union and its enlargement ;
  • The importance of the legislative work of the European Union, which has improved the lives of European citizens and which faces a lack of audience or even a denigration in the Member States by the political parties themselves supported by the media ;
  • The excellence of the actors of the European Union politicians (Commissioners, congress people in general) and administrative and little consideration for these positions in the Member States, particularly in France ;
  • The process of co-development and co-decision in practice at European Union level in which every decision is a compromise accepted and endorsed by the Member States compared the postures of victorious negotiators adopted by some governments of the Member States and in particular the French governments.
